Neighborhood Lights is an immersive community arts program which commenced in spring 2016, part of Light City Baltimore, organized by the Baltimore Office of Promotion & The Arts. Selected artists-in-residence work directly with a neighborhood to create an illuminated public project within that community during the inaugural Light City Baltimore festival.
